Course Aims

This course is designed to equip candidates with the knowledge, operational understanding, and practical competence required to serve as a GMDSS Restricted Operator and to carry out distress, urgency, safety, and routine radio communications within GMDSS Sea Area A1. The course covers the correct use of GMDSS communication equipment and procedures applicable to Sea Area A1 operations, in accordance with STCW Regulation IV/2, STCW Code Section A-IV/2, SOLAS Chapter IV, the ITU Radio Regulations, and IMO Model Course 1.26 – Restricted Operator’s Certificate for the Global Maritime Distress and Safety System

Duration

5 days | 40 hours

Entry Requirement

Be at least 18 years old.

Have adequate English language proficiency, basic computer literacy, and familiarity with the international phonetic alphabet used in maritime radiocommunications.

Educational Objectives

Upon completion of the course, the trainee is expected to be able to:

• Understand the purpose and basic operation of the GMDSS, with focus on Sea Area A1.
• Operate VHF radio and VHF DSC equipment for distress, urgency, safety, and routine communications.
• Maintain an effective radio watch on VHF Channel 70 DSC and VHF Channel 16.
• Apply correct procedures for distress alerts, distress calls, acknowledgements, relays, and distress traffic.
• Use correct procedures for urgency and safety communications, including PAN-PAN and SECURITE messages.
• Identify and use the correct VHF channels for calling, distress, safety, bridge-to-bridge, and on-scene communication.
• Use proper maritime communication language, including the phonetic alphabet, standard phrases, and clear radio discipline.
• Understand the use and basic testing of EPIRB, SART/AIS-SART, NAVTEX, and portable VHF radios.
• Maintain accurate radio logbook records for communications, tests, and incidents.
• Apply the main regulatory and operator responsibilities under SOLAS, ITU Radio Regulations, and STCW A-IV/2.

Assessment

Participants will be assessed through a theoretical written examination and practical competency assessment, in accordance with STCW A-IV/2 and IMO Model Course 1.26.

A minimum passing grade of 70% is required.

Course Certification

Upon successful completion of the course and assessment, participants will be awarded a Certificate of Completion for GMDSS Restricted Operator’s Certificate (ROC) Training, confirming that they have achieved the required theoretical knowledge and practical competence in accordance with STCW Regulation IV/2, STCW Code Section A-IV/2, and IMO Model Course 1.26.
